Komatsu PC45 Mrx-1

I have a PC45 Mrx-1 that will not start there is power. When I turn the key a get a tone the lights light up but the starter does nothing. There is a fuse in the starter circuit that keeps blowing I replaced with a circuit breaker and it trips every third try. Any help would be appreciated.
